A Student-Driver’s Permit (student permit) from the Land Transportation Office (LTO) is the first step to getting a driver’s license in the Philippines. Filipinos aged 16 and above can apply after finishing the 15-hour Theoretical Driving Course (TDC) and getting a medical certificate from an LTO-accredited clinic. There is no deadline: you can apply any working day at an LTO licensing office, or start online through the LTMS portal. The LTO fee is ₱250, and the permit is valid for one year.
Last verified: October 11, 2026, against the LTO Citizen’s Charter and the Land Transportation Office (lto.gov.ph).
Who can get a student permit
- Filipino citizens who are at least 16 years old
- Foreign nationals who are at least 18 years old, have been in the Philippines for at least 1 month, and can show proof of stay of at least 6 months
- Physically and mentally fit to drive
- Able to read and write in Filipino or English
- No unsettled traffic violations
- Has completed the 15-hour Theoretical Driving Course (TDC)
- Has an active email address (needed for the LTMS account)
Applicants below 18 need the written consent of a parent or guardian.
What the student permit allows
With a student permit, you can practice driving on public roads, but only with a licensed driver seated beside you. That companion must hold a valid professional or non-professional license for the type of vehicle you are driving. Driving alone on a student permit is a violation.
The permit is valid for one year from the date it is issued. If you are not yet ready to apply for a license, you can renew it.
Documents you need
- LTMS account and Client ID. Register for free on the LTMS portal (portal.lto.gov.ph).
- Accomplished Application for Permits and Licenses (APL) form. Available at the LTO office or generated through the portal.
- TDC Certificate of Completion. Original plus one photocopy. It must be electronically transmitted to LTO by an LTO-accredited driving school, an LTO Driver’s Education Center (DEC) or an LTO-accredited TESDA training center.
- Medical certificate. From an LTO-accredited medical clinic, electronically transmitted to LTO. Bring the original.
- Proof of identity and age. Original plus one photocopy of a PSA birth certificate, or a valid Philippine passport or other valid government-issued ID with photo. A local civil registry birth certificate is accepted in areas without a PSA office.
- Parent’s consent (if below 18). A signed consent from one parent or guardian, plus the original and one photocopy of their valid government ID with photo and signature.
- TIN (if employed). Write your Taxpayer Identification Number on the form if you have one.
- For foreign nationals. Original and photocopy of your passport showing an entry date of at least 1 month and a visa valid for at least 6 months from the date of application.
How to apply, step by step
- Create your LTMS account. Go to LTMS portal (portal.lto.gov.ph), register as an individual, confirm your email and complete your profile. Note your LTMS Client ID.
- Take the 15-hour TDC. Enroll at an LTO-accredited driving school, an LTO Driver’s Education Center or an accredited TESDA center. LTO DECs and some LTMS online options offer the TDC; private schools charge their own rates. After you finish, the school transmits your certificate to LTO.
- Get your medical exam. Visit an LTO-accredited clinic. The clinic uploads the result to LTO, so check that the name and details match your LTMS profile.
- Apply online or walk in. On the LTMS portal, choose the student permit application, check that your TDC and medical records appear, pay the ₱100 application fee online and book an appointment. Or go straight to an LTO licensing office and file the APL form there.
- Go to the LTO office. Bring your original documents and photocopies. Staff will check your papers and take your photo, signature and biometrics.
- Pay the permit fee. Pay at the cashier. Walk-in applicants pay the full ₱250 there.
- Get your permit. Your student permit is released after payment. LTO’s charter lists about 1 hour 53 minutes for walk-in processing and about 49 minutes if you started on the portal, but waiting time depends on the office.
There is no written or practical exam for the student permit itself. The exams come later, when you apply for a non-professional driver’s license.
Fees
| Item | Amount |
|---|---|
| Student-Driver’s Permit fee | ₱150.00 |
| Application fee | ₱100.00 |
| Total LTO fee | ₱250.00 |
These are the amounts in the LTO Citizen’s Charter. The TDC, the medical exam, the PSA birth certificate and notarization of a parent’s consent are paid separately to the school, clinic or office that provides them. Some offices may also charge a computer or IT fee, so ask the cashier and always get an official receipt.
Next step: non-professional driver’s license
After holding your student permit for at least one month, you can apply for a non-professional driver’s license. You will need:
- Your valid student permit
- A Practical Driving Course (PDC) certificate from an LTO-accredited driving school or DEC, transmitted to LTO
- A new medical certificate from an LTO-accredited clinic
- Passing scores in the LTO written (theoretical) exam and the practical driving test
Use the time on your student permit to practice with a licensed driver so you are ready for the practical test.
Deadline
There is no application deadline. You can apply any working day the LTO office is open. Keep an eye on your permit’s expiry date, since it is valid for one year only.
Common problems and how to fix them
- TDC or medical result not showing in LTMS. The school or clinic has to transmit it. Ask them to confirm it was uploaded under the same name and birth date as your LTMS profile.
- Name mismatch. Your LTMS profile, PSA birth certificate and ID should match exactly, including middle name. Fix your profile before applying.
- Minor without proper consent. Bring the signed consent and the parent’s original ID. Some offices ask for a notarized consent, so call ahead.
- Unsettled traffic violation. Settle it first, or the application will be held.
- Fixers. Do not pay anyone outside the cashier to “rush” your permit. Use the official portal and pay only at LTO.
