Key points
- Seniors (RA 9994) and PWDs (RA 10754) get a 20% discount and VAT exemption on medicines, medical and dental services, fares, hotels, restaurants, recreation, admission fees and funeral services.
- The discount is only for the senior's or PWD's own use. Companions' orders are separate, and a promo or the 20% applies, whichever is higher, never both.
- For VAT-registered stores, VAT is removed first and then 20% is deducted, so a ₱112 item becomes ₱80.
- If a store refuses, ask for the manager, keep the receipt and your notes, then report to OSCA or PDAO, the LGU, NCSC or NCDA.
- Refusing to honor a senior citizen card carries 2 to 6 years in prison and a ₱50,000 to ₱100,000 fine for a first offense (RA 9994, Sec. 10).
Senior citizens and persons with disability (PWDs) are entitled by law to a 20% discount and VAT exemption on many goods and services. Some cashiers still refuse it, cap it, or compute it wrong. This guide explains what is covered under RA 9994 (Expanded Senior Citizens Act) and RA 10754 (the PWD discount law), what is not, how the discount is computed on your receipt, and exactly what to do and where to report if a store refuses.
Last checked: October 28, 2026, against the text of RA 9994 and its Implementing Rules, RA 10754 (amending Sec. 32 of the Magna Carta for Persons with Disability), and DTI-DA-DOE Joint Administrative Order No. 24-02 (2024).
Quick answer
- 20% discount + VAT exemption (if applicable) on medicines, medical and dental services, lab fees, doctors’ fees, public transport fares, domestic air and sea fares, hotels, restaurants, recreation centers, admission fees, and funeral services.
- Proof: seniors show the OSCA-issued ID (honored nationwide) or passport; PWDs show the PWD ID issued by the mayor or barangay captain, passport, or NCWDP transport discount ID.
- For your own use only: the discount covers the senior’s or PWD’s personal consumption, not the whole group’s bill.
- No double discount: if an item is on promo, you get the promo or the 20%, whichever is higher.
- Refused? Ask for the manager, keep the receipt, write down details, and report to your OSCA (seniors) or PDAO (PWDs), the LGU, NCSC or NCDA. Refusing to honor the senior citizen card is punishable under Sec. 10 of RA 9994 by 2 to 6 years’ imprisonment and a ₱50,000 to ₱100,000 fine for a first violation.

Credit card payments: the Implementing Rules of RA 9994 say the 20% discount and VAT exemption also apply when a senior pays by credit card. A drugstore notice saying “cash only for senior discount” is listed as a violation.
Groceries: the 5% special discount
Under DTI-DA-DOE Joint Administrative Order No. 24-02 (2024), seniors and PWDs get a 5% special discount on covered basic necessities and prime commodities, up to ₱125 of discount per calendar week (equivalent to ₱2,500 of purchases). Unused amounts do not carry over to the next week. Covered stores may ask you to present your ID and a purchase booklet; ask your OSCA or PDAO what your LGU issues, and check the JAO for the list of covered items and stores.
What is NOT covered (or is limited)
- Purchases not for the senior’s or PWD’s own use. The discount is “for the exclusive use and enjoyment or availment” of the senior citizen or PWD.
- Companions’ food. In restaurants, the senior’s order is processed separately from non-eligible companions. If everyone in the group is a senior with a valid ID, each one gets the discount.
- Children’s meals, pre-contracted party packages and bulk orders are excluded from the senior discount under the RA 9994 rules.
- Combining discounts. If the item is on promo, the senior gets the promo or the 20%, whichever is higher. A PWD cannot claim the 20% together with a higher discount or other discount programs. A senior who is also a PWD uses either the OSCA ID or the PWD ID, not both.
- Dine-in by proxy. For dine-in, the senior must personally avail; no proxies.
- Private, members-only golf and country clubs registered as non-profit are not required to give the senior discount (independent restaurant concessionaires inside them are).
Take-out, drive-thru and delivery
- Take-out, take-home and drive-thru: the senior discount applies if the senior is present, orders personally, and shows a valid ID.
- Delivery: give the senior citizen ID number when ordering, and show the ID upon delivery.
- For these orders, quick-service restaurants may apply the Most Expensive Meal Combination (MEMC): the discount covers up to the price of their biggest single-serving meal with a drink, as an estimate of one person’s food.
- Setting a maximum food purchase amount for the 20% discount (or posting a notice saying so) is listed as a violation in the RA 9994 rules.
How the discount is computed on your receipt
For VAT-registered establishments, the VAT is removed first, then the 20% is deducted from the VAT-exclusive price.
| Step | Example |
|---|---|
| Regular price (VAT-inclusive) | ₱112.00 |
| Remove 12% VAT (₱112 ÷ 1.12) | ₱100.00 |
| Less 20% discount (₱100 × 20%) | – ₱20.00 |
| Amount you pay | ₱80.00 |
If your receipt only shows 20% off ₱112 (₱89.60), the VAT exemption was not applied. Ask the cashier to correct it. Non-VAT businesses only deduct the 20%.
What to do if they refuse
- Stay calm and show your ID again. Politely state that the discount is required under RA 9994 (seniors) or RA 10754 (PWDs).
- Ask for the manager or supervisor. Many refusals are cashier errors.
- Get the receipt even if the discount was not given. It shows the store name, branch, TIN, date and amount.
- Write down details: date, time, branch address, names of staff, and what was said. Take a photo of any posted notice limiting the discount.
- Report it. See the table below. Bring your ID, the receipt and your notes.

Penalties
- Senior citizens (RA 9994, Sec. 10): anyone who refuses to honor the senior citizen card or violates the Act faces, for the first violation, imprisonment of 2 to 6 years and a fine of ₱50,000 to ₱100,000; for later violations, 2 to 6 years and a fine of ₱100,000 to ₱200,000. Businesses may also face revocation of their permit or franchise.

- PWDs: violations of the PWD discount are punishable under the penalty provisions of the Magna Carta for Persons with Disability (RA 7277, as amended). Ask NCDA or your PDAO for the applicable penalties.
Questions people ask
Can my family use my senior discount at a restaurant?
No. The discount covers only the senior’s own food. Companions pay full price, unless they are also seniors or PWDs with their own IDs.
Can I use my senior discount on a promo item?
You get either the promo discount or the 20%, whichever is higher, not both.
I am a senior and a PWD. Can I get 40%?
No. You use either your OSCA ID or your PWD ID for the 20% discount.
Do I need a purchase booklet for medicines?
Requirements depend on the purchase and the rules in force; many drugstores ask for your ID, a prescription, and a booklet for certain medicines. Ask your OSCA or PDAO about the booklet they issue.
Is the discount valid on delivery?
Yes for seniors, if you give your ID number when ordering and show the ID on delivery. Quick-service restaurants may apply the MEMC limit.
Does the 5% utility discount happen automatically?
No. The meter must be in the senior’s name, consumption must be within 100 kWh of electricity and 30 m³ of water a month, and the senior applies with the utility, renewing every year.
