The Pag-IBIG Fund regular housing loan is for active Pag-IBIG members who want to buy, build, improve, or refinance a home. There is no fixed application deadline. The program runs all year, and you can start your application any time in Virtual Pag-IBIG, then finish it at a Pag-IBIG branch or Housing Business Center.

Who can borrow
- An active Pag-IBIG member with at least 24 months of savings.
- Not older than 65 on the day you apply, and not older than 70 when the loan ends.
- Legally able to buy and mortgage real property.
- No earlier Pag-IBIG housing loan that was foreclosed, cancelled, bought back, or voluntarily surrendered.
- If you already have a Pag-IBIG housing loan or short-term loan, your payments must be up to date.
Pag-IBIG also checks your income, your capacity to pay, your credit record, and the value of the property. Meeting the list above does not guarantee approval.
What the loan can pay for
- A fully developed residential lot, or adjoining residential lots.
- A house and lot, townhouse, or condominium unit, including a parking slot.
- Building or finishing a house on a residential lot you own.
- Home improvement.
- Refinancing an existing housing loan.
- A lot or residential unit plus the cost of transferring the title.
- A parking slot on its own.
Pag-IBIG raised the maximum loan to ₱10 million per borrower in May 2026, payable for up to 30 years, according to the government announcement. The ceiling is not automatic. Your actual amount depends on your income, capacity to pay, and the appraised value of the property.
The interest rate depends on the re-pricing period you choose on the form: 1, 3, 5, 10, 15, 20, 25, or 30 years. Pag-IBIG says rates can go as low as 5.75 percent a year depending on that period. Qualified buyers of socialized housing under the Expanded 4PH Program get a subsidized 3 percent rate. Check the current rate table with Pag-IBIG before you choose.
How to apply
- Fill out the Housing Loan Application form (HQP-HLF-068) and attach a 1×1 ID photo. A co-borrower uses form HQP-HLF-069.
- Go to Virtual Pag-IBIG, choose your loan purpose, and enter your 12-digit Pag-IBIG Membership ID (MID) number.
- Upload your form, proof of income, one valid ID with your signature, and a selfie holding that ID.
- Submit the complete set of documents, including the property papers, at a Pag-IBIG Housing Business Center or branch.
- If approved, you receive a Notice of Approval and a Letter of Guaranty. Complete the post-approval requirements listed in the notice, such as the title transfer and the mortgage annotation, within the period it gives.
- Pag-IBIG releases the loan once those requirements are in. Your first monthly payment is due one month after release. Use your housing loan account number when you pay.
Documents to prepare
From you, the borrower:
- The completed housing loan application with a recent ID photo.
- One valid ID with signature. Pag-IBIG accepts, among others, the PhilID, passport, driver’s license, PRC ID, SSS card, postal ID, and OWWA or OFW ID.
- Proof of income. Locally employed: a notarized Certificate of Employment and Compensation, your latest ITR with BIR Form 2316, or a certified one-month payslip from the last three months. Government employees submit the payslip together with the certificate or ITR.
- Self-employed: for example an ITR with audited financial statements and DTI and business permit papers, 12 months of commission vouchers or bank statements, or a lease contract if your income is rent.
- OFWs: an employment contract or POEA standard contract, a certificate of employment on company letterhead, or an ITR filed abroad. Foreign-language documents need an English translation.
For the property, usually from the seller:
- A certified true copy of the latest title. For a condominium, the land title and the condominium certificate of title.
- The updated tax declaration and real estate tax receipt.
- A vicinity or sketch map leading to the property.
- For a purchase, the contract to sell or similar agreement.
Purchases from a Pag-IBIG accredited developer and construction or improvement loans have their own extra papers. Ask the branch for the checklist for your loan purpose.
Is there a deadline?
No. The regular housing loan is a standing program, not a limited window. The time limits that matter come after approval: the Notice of Approval gives a period to finish the post-approval requirements, and you need to meet it before the loan can be released. Special promo rates may have their own end dates, so confirm with Pag-IBIG if you are counting on one.
Why applications get stuck
- Missing or unsigned documents. An incomplete set is the most common delay.
- A bad selfie. Pag-IBIG rejects blurry selfies, group photos, and photos where the ID cannot be read. The upload limit is 3 MB.
- Property problems. A title with disputes or court claims, or land not classified as residential, will not be accepted as collateral.
- Arrears on an existing Pag-IBIG housing or short-term loan.
- Age. If the loan term would run past your 70th birthday, choose a shorter term.
- Wrong information. The form warns that a misstatement can lead to disapproval or cancellation of the loan.
- Fees. Processing, notarial, and mortgage registration fees are paid by the borrower. Ask the branch for the exact amounts for your loan.
Questions people ask
Can I do the whole application online?
Only the first step. Virtual Pag-IBIG takes your form and initial documents. You still bring the complete set, including the property papers, to a branch or Housing Business Center.
I have fewer than 24 months of savings. Can I still apply?
The standard rule is 24 months of savings. Ask a Pag-IBIG branch whether your record can be completed before you file, instead of applying and waiting for a denial.
Will I get the full ₱10 million?
Not automatically. ₱10 million is the ceiling. Your approved amount depends on your income, what you can pay each month, and the appraised value of the property.
Can I apply while working abroad?
Yes. OFW members can create a Virtual Pag-IBIG account from abroad and use an employment contract, a certificate of employment, or a foreign ITR as proof of income. Someone at home may need a special power of attorney to handle steps for you. Ask Pag-IBIG what form it must take.
Does the house have to come from a big developer?
No. You can buy from an individual seller or from a developer. The documents differ, and a developer sale has extra papers such as the borrower’s conformity form.
