The TESDA Quezon City District Office has released a list of 21 free courses at 10 accredited training providers in Quezon City, under the TWSP and STEP scholarship programs. Courses range from AI prompting, data annotation and Java programming to cookery, bread and pastry, and electrical installation. There is no fixed deadline: slots are first come, first served, so you need to call the training center directly as soon as you pick a course.

Who can apply
These scholarships are for Filipinos who are not currently studying, working or in another training program. TESDA lists these minimum requirements:
- Filipino citizen
- At least 18 years old
- At least a high school or senior high school graduate, or an ALS completer, unless the course’s Training Regulations say otherwise
- Not a recipient of another government educational scholarship
- Not in education, not in employment and not in training at the time of enrollment
- Able to commit to the training full time
What the scholarship covers
Training is free up to and including the mandatory TESDA competency assessment at the end of the course. TWSP is the Training for Work Scholarship Program, and STEP is the Special Training for Employment Program. Ask the training center what else is included, such as allowances or tool kits, because the TESDA list does not say.

How to apply
- Pick a course from the table above. Check the length in hours and days, since you will need to attend full time.
- Call the training center using the number listed and ask if slots are still open.
- Ask for their class schedule. TESDA says the schedule depends on each training center.
- Bring the documents below when the center asks you to enroll.
- Attend the full training and take the free competency assessment at the end.
Documents to prepare
- Copy of your PSA birth certificate, to prove you are at least 18
- Copy of your high school or senior high school report card (Form 138), or your ALS certificate
- Any other document the training center asks for, as required by the course’s Training Regulations
Deadline
There is no posted deadline. Enrollment is first come, first served, and each course closes once its slots are filled. The list is dated October 1, 2026, so some courses may already be full by the time you call.
Common problems
- The line is busy or nobody answers. Try the other number listed for the same center, or visit during office hours.
- The course is already full. Ask if the same course is offered at another branch. STI has four Quezon City branches on this list.
- You are currently working or enrolled. These scholarships are only for people not in education, employment or training.
- You already have another government scholarship. You cannot hold two at the same time.

Is the training really free?
Yes. TESDA says the programs are free up to the mandatory competency assessment.
Can I enroll if I live outside Quezon City?
The list does not limit applicants to Quezon City residents, but ask the training center directly since it handles enrollment.
What is the difference between TWSP and STEP?
Both are free TESDA scholarships. TWSP, the Training for Work Scholarship Program, focuses on skills that industries need. STEP, the Special Training for Employment Program, is aimed at community-based and livelihood skills.
