- An NC needs a separate in-person competency assessment at an accredited center.
The Technical Education and Skills Development Authority (TESDA) runs the TESDA Online Program (TOP), where any Filipino with an internet connection can take short skills courses for free, from cookery and bookkeeping to digital marketing and caregiving. There is no fixed application deadline: you create a free account, pick a course and study at your own pace. Finishing a course earns you a certificate of completion. A National Certificate (NC) is separate and needs an in-person competency assessment.

How to register and start a course
- Go to e-tesda.gov.ph on your phone, tablet or computer.
- Choose to create a new account and fill in the registration form. Use an email address you actually check.
- Open the confirmation email from the TESDA Online Program and click the link to activate your account. If it is not in your inbox, look in Spam or Promotions.
- Log in with your new username and password.
- Browse the sectors, open a course page and read what it covers.
- Click the enroll option on the course page and follow the on-screen steps.
- Work through the lessons and activities on your own schedule until you finish the course.
What you need before you start
- A working, active email address for account confirmation
- A smartphone, tablet, laptop or desktop computer
- A stable internet connection, ideally Wi-Fi for courses with videos
- Time set aside each week so you can finish the lessons
No tuition is charged, and you do not need to submit school records or IDs just to take an online course.
Deadline and schedule
There is no application period for the online courses. Registration is open year-round and lessons are self-paced, so you can start any time and study when it suits you. If you later want a National Certificate, the competency assessment follows the schedule of the TESDA-accredited assessment center you go to.
Common problems and how to fix them
- No confirmation email. Check Spam, Junk and Promotions, and wait a while, since emails can be delayed when many people sign up. Make sure you typed your email correctly.
- Forgot your password. Use the “Lost password?” link on the login page instead of making a second account.
- Videos will not load. Switch to Wi-Fi, close other apps, or try a laptop or a different browser.
- Course asks for an enrollment key. Some courses are set up for a specific class or trainer. Pick another open course or ask the trainer who gave you the course for the key.
- Expecting an NC from the online course. The online course gives a certificate of completion. For an NC, you need to pass a competency assessment at an accredited center.
Questions people ask
Is the TESDA Online Program really free?
Yes. TESDA does not charge tuition for the online courses. Be careful with anyone who asks for payment to “enroll” you, since you can sign up yourself on the official site.
Will I get a certificate?
You get a certificate of completion after finishing an eligible course. It is useful for your resume, but it is not a National Certificate.
How do I get a National Certificate (NC II or NC III)?
Take and pass the TESDA competency assessment at an accredited assessment center. The online course can help you prepare, but the assessment is done in person.
Can I study using only my phone?
Yes. The courses work on Android phones, iPhones and tablets as well as computers. A bigger screen helps for longer lessons.
Can I take more than one course?
The source we used does not set a limit. Finishing one course before starting the next is the practical way to make sure you complete them.
Are there free TESDA courses with face-to-face training?
Yes. TESDA scholarship programs like TWSP and STEP offer classroom training at partner centers, with limited slots. See our guide to free face-to-face TESDA scholarships in Quezon City.
