How to become a PhilHealth YAKAP member 2026: registration, FPE, YES, free check-up and medicines

How to become a PhilHealth YAKAP member 2026: registration, FPE, YES, free check-up and medicines

Key points

  • PhilHealth YAKAP (Yaman ng Kalusugan Program) is the expanded primary care benefit: free check-ups, basic labs, cancer screening and up to ₱20,000 in GAMOT medicines.
  • You need a PhilHealth PIN. For YAKAP preventive care, unpaid contributions are not a barrier (per PIA)—hospital confinement rules are different.
  • Choose a fixed accredited YAKAP Clinic via the eGovPH app, Member Portal, LHIO or walk-in; complete the free FPE, then sign the YES/MCA.
  • The ₱20,000/year GAMOT benefit is not cash and not automatic—you need a prescription from your YAKAP doctor and must claim at an accredited GAMOT pharmacy; it resets every calendar year.
  • Mobile or telemedicine-only empanelment is not allowed (PA2026-0023). After the FPE, you can transfer only in Q4 (Oct–Dec), effective January of the next year.

Want a free check-up, basic laboratory tests, and up to ₱20,000 worth of outpatient medicines through PhilHealth? The Yaman ng Kalusugan Program (YAKAP) is PhilHealth’s primary care benefit package—the expanded successor of PhilHealth Konsulta. It is not a hospital confinement package. It covers preventive and outpatient care at your chosen YAKAP Clinic.

Last verified: October 19, 2026, against PhilHealth Circular No. 2025-0017 (Tamang Sagot), PhilHealth Advisories PA2025-0071, PA2026-0023 and PA2026-0029, and PIA features/news on YAKAP and GAMOT.

What is PhilHealth YAKAP?

According to the Tamang Sagot for PhilHealth Circular 2025-0017, the Yaman ng Kalusugan Program (YAKAP) is PhilHealth’s new primary care benefit. It provides free basic medical services and preventive care for Filipinos. It is the expanded, more accessible version of the old PhilHealth Konsulta program.

In short: choose a fixed, accredited YAKAP Clinic, complete the First Patient Encounter (FPE), sign the YAKAP Empanelment Slip (YES) or Mutual Care Agreement (MCA), then use that clinic for check-ups, labs and prescriptions for GAMOT medicines.

Who can avail / PIN requirement

You need a PhilHealth Identification Number (PIN) first. If you do not have one yet, register with the PhilHealth Member Registration Form (PMRF) through the eGovPH Super App, the PhilHealth Member Portal, an LHIO or PhilHealth Express, the Corporate Action Center, PCARES or P-AIMS (per Circular 2025-0017 Tamang Sagot).

According to PIA (2026) quoting PhilHealth, for YAKAP preventive and primary care, paid contributions are not required the way they are for hospital confinement—as long as you have a PIN and are registered or empaneled. The rules are different if you are confined in a hospital: contribution history is checked there. PhilHealth still encourages regular payments so you stay covered for serious illness.

Eligible groups (per PIA features) broadly include employed members and dependents, seniors and lifetime members, OFWs, self-earning members, household helpers, indigents and 4Ps beneficiaries, PWDs, solo parents, and others with a valid PIN. If your status is Sponsored (Indigent), check first whether it is still active.

What you get

According to a PIA feature and PIA news on GAMOT, YAKAP covers:

  • Free primary care consultations at your accredited YAKAP Clinic
  • Basic laboratory tests recommended by your YAKAP doctor (for example essential blood work and urinalysis—per PIA)
  • Cancer screening tests as part of the benefit package (per PIA; confirm with the clinic what is available)
  • Up to ₱20,000 per year in outpatient medicines through GAMOT (Guaranteed and Accessible Medications for Outpatient Treatment)—about 75 essential medicines

Important conditions for the ₱20,000 GAMOT benefit (per PIA):

  • It is not cash. You are not given money.
  • It is not automatic. You must be empaneled under YAKAP and get a prescription from your YAKAP doctor (with a Unique Prescription Security Code / UPSC).
  • Only listed medicines on the GAMOT list are covered—not every drug on the market.
  • Claim them at accredited GAMOT pharmacies (or at the center if stocked there).
  • The benefit resets every calendar year; unused amounts do not carry over.
  • It is not for inpatient or emergency drugs used while you are confined.

Note: A PIA feature mentioned a ₱900 per year co-payment ceiling for members who use private clinics. We did not find that exact figure in the Circular 2025-0017 Tamang Sagot when we verified this guide. Ask the clinic or PhilHealth before relying on that amount.

Step-by-step: how to become a YAKAP member

Based on PhilHealth Advisory PA2025-0071 and Circular 2025-0017 Tamang Sagot:

  1. Get or update your PhilHealth PIN / member records. If you have no PIN yet, file a PMRF via eGovPH, the Member Portal, an LHIO, the Corporate Action Center, PCARES or P-AIMS.
  2. Select a YAKAP Clinic (Primary Care Clinic) through one of the channels below.
  3. Schedule or go for the First Patient Encounter (FPE) at your chosen clinic—FREE at accredited clinics.
  4. Sign the YAKAP Empanelment Slip (YES) / Mutual Care Agreement (MCA) after the FPE. From January 1, 2026, this is required for continuous benefits (PA2025-0071). The digital YES via the HCI Portal is now the primary platform for providers (PA2026-0029, May 5, 2026).
  5. PhilHealth Check Utility (PCU) liveness check at clinic visits to verify your identity.
  6. Regular visits for consults, labs and prescriptions → claim GAMOT medicines.

How to choose a YAKAP Clinic

Per Circular 2025-0017 Tamang Sagot, you can select a clinic through:

  • eGovPH Super App (recommended)—PhilHealth section → YAKAP → Add/Select clinic
  • PhilHealth Member Portal: memberinquiry.philhealth.gov.ph
  • PhilHealth LHIO / office—assisted or self-service terminals
  • The Primary Care Clinic itself (walk-in)
  • PCARES at a hospital or the PhilHealth Corporate Action Center
  • Settings-based selection—at work, school or community associations

Clinics shown are usually within about 30 km of your residence. You may choose a clinic outside that radius if that is your clear, informed preference, but a nearby clinic is preferred for easier follow-up (Circular 2025-0017 / PA2026-0023).

If the clinic is full (it has reached its beneficiary limit), pick another available clinic. A clinic may refuse you only when its declared capacity is full.

What to bring for the FPE

The FPE is your first visit to the chosen clinic and the first step toward empanelment. Staff collect basic health data to identify health risks. It is not yet a full medical consultation, and a doctor does not have to conduct the FPE (per Circular 2025-0017 Tamang Sagot). The FPE is free at accredited Primary Care Clinics.

Bring:

  • A valid ID (if you are not PhilSys-registered)
  • Your PhilHealth ID or PIN
  • Existing medical records, if any

For assisted clinic selection, bring a valid government-issued ID and a completed Primary Care Selection Form (PCSF).

Walk-in, full clinic, transfer and mobile clinic rules

You can walk in to a YAKAP clinic to register. Staff will check your record with the PhilHealth Check Utility (PCU):

  • If verified → proceed to the FPE and consultation
  • If something is missing or wrong → they help you register, select a PCC, or refer you to an LHIO

Transfer rules (Circular 2025-0017 Tamang Sagot):

  • Before the FPE: you can change clinics anytime
  • After the FPE: you can transfer only in Q4 (October–December), effective January of the next year—unless the clinic closes or loses accreditation

Fixed permanent clinic only. Empanelment must be to an accredited YAKAP Clinic with a permanent physical clinic—not to mobile units, telemedicine-only providers or transient outreach teams (PA2026-0023). Mobile or outreach “registration” events are not valid empanelment unless you also complete a formal YES/MCA with a fixed accredited clinic.

Common problems and myths

  • No PIN. Register first before choosing a clinic.
  • Clinic is full. Choose another available YAKAP Clinic from the list.
  • PCU verification fails. Check that your personal information is correct; bring a valid ID for manual verification; or contact a PhilHealth office.
  • Not PhilSys-registered. You can still present a valid government ID or request manual verification (Circular 2025-0017 Tamang Sagot).
  • Registered only at a mobile or outreach event. You still need empanelment at a fixed accredited clinic with a YES/MCA.
  • Expecting automatic medicines. You need a check-up and a prescription from your YAKAP doctor.
  • Thinking the ₱20,000 is cash. It is a medicine benefit through GAMOT, not cash.
  • YAKAP primary care and hospital confinement benefits are separate—using one does not cancel the other (per PIA).
  • If this is your first job, include PhilHealth registration in your checklist with SSS, Pag-IBIG and TIN.

Questions people ask

Do I need paid contributions for a YAKAP check-up?

Per PIA quoting PhilHealth: for YAKAP preventive care, a PIN is the main requirement—unlike hospital confinement, where contribution history is checked. Confinement still follows different rules. See the PIA article.

Is the FPE really free?

Yes. Per Circular 2025-0017 Tamang Sagot, the FPE has no fee at accredited Primary Care Clinics.

Can I walk in?

Yes. Staff check the PCU first. If verified, you go to the FPE; if something is missing, they help you or refer you to an LHIO.

When can I transfer clinics?

Before the FPE: anytime. After the FPE: only in Q4 (October–December), effective January of the next year (unless the clinic closes or loses accreditation).

Does mobile clinic registration count?

Not as standalone empanelment. Per PA2026-0023, you must choose a fixed, permanent accredited YAKAP Clinic. Mobile, telemedicine-only and transient outreach providers are not qualified as stand-alone YAKAP providers.

Is the ₱20,000 cash?

No. It is a medicine benefit through GAMOT—prescription from your YAKAP doctor, claim at an accredited pharmacy, resets every calendar year.
