Senate medical assistance: guarantee letter, not cash

The Senate Public Assistance Office accepts requests for medical help through Senate Assist. The help is a guarantee letter sent to a public hospital, not cash. This guide explains who can ask, what to prepare, and what the office’s own answers say about expiry and resubmission.

What the office covers

Medical assistance is coordinated with a senator’s office, a government agency, and a public hospital. The listed coverage is a hospital bill, laboratory or diagnostic test, medicines, dialysis, chemotherapy or chemo drugs, and an operation. Social assistance is the non-medical track: education, legal help, burial, transport or balik-probinsya, human remains, and some private-hospital cases.

How a request moves

  1. Submit the online medical form with the documents the portal asks for. Non-medical requests use the social assistance form.
  2. The office verifies the file. Its own note says to allow two to three business days, and that a busy week can take longer.
  3. Track the file on the request tracker. Updates go to the contact details you entered. The release, if approved, is a guarantee letter to the hospital.

Questions people ask

Who can ask for medical help?

A patient in a Department of Health hospital, or in another public hospital the office currently covers. The page says the medical guarantee is limited to those hospitals. A private-hospital bill is treated as social assistance and needs a different set of papers.

Who can ask for social help?

A person or family in serious need who cannot pay for the non-medical cost. That track covers school, burial, legal, transport, and some private-hospital requests.

Can the guarantee letter be exchanged for cash?

No. The office says the letter is only a promise to pay the hospital for the medical service. It is not convertible to money. The application screen also says the request is free.

What documents does a medical request need?

Required: the hospital bill, statement of account, prescription, treatment protocol, laboratory or diagnostic request, or hemodialysis prescription; a valid ID of the patient; and one proof of need, such as a certificate of eligibility, a social case study, a barangay indigency, or a 4Ps ID. Optional: the representative’s ID and a personal letter to the senator.

What documents does a social request need?

  • Education, transport, and other non-medical help: a personal letter to the senator or the office, and one government ID.
  • Burial: one government ID, the death certificate, and a promissory note.
  • Legal: a personal letter, one government ID, and the supporting papers.
  • A private-hospital medical bill: a personal letter, one government ID, a social case study, and the supporting papers.

Does the guarantee letter expire?

Yes. The office says it can be used from the issue date until 31 December of that same year. A letter issued on 7 May 2024, in their example, was valid only through 31 December 2024.

Why does a request say resubmit?

The file was the wrong document, the scan was blurry, a page was missing, or the document had expired. Fix that item and send it again. A resubmit status is not a denial.
