Party-list medical assistance

Several party-list representatives in the House of Representatives accept requests for help with hospital bills, medicines and laboratory tests. This guide lists 10 party-list groups known to take medical assistance inquiries, with their email, Facebook page and walk-in schedule at the Batasan Complex, plus a directory of 46 party-list offices in the 20th Congress. There is no deadline, but help depends on each office’s screening and available funds.

Who this is for

Patients and their families who need help paying for a hospital bill, medicines or laboratory tests, and who have already tried or are also applying through other channels such as the hospital’s Malasakit Center, DSWD or PCSO. Party-list assistance is usually one more option, not a guaranteed source of funds.

How to ask for help

  1. Choose one or two offices from the list above. Sending one complete request is better than many incomplete ones.
  2. Email or message the office with the patient’s full name, hospital, diagnosis, and the type of help needed (bill, medicines or lab tests).
  3. Attach clear copies of your documents (see the list below).
  4. If the office has walk-in hours, go within the posted schedule and arrive early.
  5. Wait for the office to reply. Follow up once after a few working days if you hear nothing.

Documents to prepare

Requirements differ per office, but most medical assistance requests ask for:

  • Medical certificate or clinical abstract, signed by the attending doctor and recently issued
  • Hospital statement of account or billing statement (for hospital bills)
  • Prescription (for medicines) or laboratory request (for tests), with a quotation if you have one
  • Valid ID of the patient and of the person requesting, plus proof of relationship if you are a family member
  • Request letter addressed to the representative, explaining what help you need

Ask the office for its exact list before you go, since some may want originals or certified true copies.

Deadline

There is no fixed deadline. Requests are handled while each office still has funds, and active programs can stop or change at any time.

Common problems

  • No reply to your email. Offices receive many requests. Send one follow-up, then try another office or visit during walk-in hours.
  • The program is closed or out of funds. Ask when it will reopen, and apply to other offices or agencies in the meantime.
  • Incomplete documents. A missing medical certificate or bill is the most common reason a request is set aside.
  • Someone asks for a fee. Requesting assistance is free. Do not pay anyone who offers to speed up your request, and report them to the office.

Is there a fee to ask a party-list for medical assistance?

No. Asking for assistance is free, and you do not need a fixer.

Will I get cash?

Usually not. Most offices give a guarantee letter that the hospital or pharmacy honors, but this depends on the office.

Can I ask more than one party-list?

Yes, but be honest about other help you have received, since offices may check.
